The theme for the Thirteenth Congress, which is hosted by the Government of Qatar, will be "Integrating crime prevention and criminal justice into the wider United Nations agenda to address social and economic challenges and to promote the rule of law at the national and international levels, and public participation".

The Thirteenth Crime Congress will bring together the largest and most diverse gathering of policymakers and practitioners in the area of crime prevention and criminal justice, as well as individual experts from academia, representatives of intergovernmental and non-governmental organizations, specialized agencies and other United Nations entities, and the media.

The Thirteenth Crime Congress marks the sixtieth anniversary of United Nations congresses on crime prevention and criminal justice.
